send a warning bell to all those anti-
“You will be outnumbered by law abiding citizens and there would be no place on this earth for you,” he cautioned while asserting that the Government will not spare any criminal irrespective of his or her background, position or connections.
Taking strong exception to frequent bandh calls, Tuki stressed that in a democracy people have the right to protest and express their dissent but they have no right to curtail the right of other citizens.
“I am sure that such dissents can be solved across the table through discussions. I call upon my people to stand united against such challenges and urge upon the administration to deal with such situations firmly and tactfully as per rule of law,” he said.

In his vision to create employment avenues to at least 1 lakh youths in the current five year plan, the Chief Minister cited his belief on potentials of the state in tourism, agriculture, horticulture, tea, bamboo and rubber cultivation along with industries and handlooms and handicrafts.
He informed tourism potentialities are being explored by identifying projects on priority in existing Tourist Travel Circuits, which have been recently increased from 7 to 11 circuits. Tourism infrastructures have been leased out to private parties besides enhancing skilled and standard services through capacity building trainings.
Tuki announced that soon the Chief Ministers Transport Subsidy Scheme would be introduced for educated unemployed graduates by providing subsidy for purchase of tourist taxis in certain viable routes under the “Mukhya Mantri Paryatan Vikas Yojna”. Under this scheme educated unemployed youths will be given a subsidy of a maximum of Rs. 3 Lakhs for taking up tourism related transport infrastructure.
“My objective is to provide a beneficiary with a tourist cab, which will be owned, maintained and operated by the beneficiary alone. For this, he would be properly trained in all fields. Also the beneficiary can double up as a tourist guide taking his income a notch higher,” he said. To begin with 200 beneficiaries would be selected for the scheme as a pilot project.
Identifying employment avenues and providing beneficiaries with the skill for employment would be the responsibilities of the State Employment Generation Council and the State Skill Development Council respectively constituted under initiatives of the Chief Minister.
Further, Tuki revealed the proposal to launch a Chief Minister’s Livelihood Mission, his personal initiative to channelize youth power and generate employment. Livelihood School proposes to provide vocational training to school drop outs in the age group of 18 to 35 so that they can earn their livelihood honorably.

During current financial year the Government has submitted an ambitious proposal for Rs. 314.73 crores to guarantee wage employment to maximum households under MGNREGA while under IAY it is proposed to construct 8339 new houses.
“You will be glad to know that Union Ministry of Rural Development has assured to increase the fund allocation for Arunachal Pradesh for Indira Awas Yojana (IAY) scheme from the present Rs. 45800 to Rs. 75000 per house,” Tuki informed.
Setting education and health as top priorities of the government, the Chief Minister
assured to achieve 100% literacy rate during the 12th Plan period by continuing to
encourage NGOs such as R K Mission, Sharada Mission, VKVs, Don Bosco etc. through

In the health sector the Government is set to guarantee health security to the people by covering all BPL families under the Rashtriya Suraksha Bima Yojana. We are considering introducing Chief Minister’s Health Insurance schemes to cover death or injury and treatment of people living below poverty line.
Acknowledging the presence of immense talent in sportspersons of the state, the Government has formulated and adopted a pragmatic State Sports Policy that would provide adequate incentives to sportspersons and boost sporting events in the state.
As encouragement Tuki announced a cash prize of Rs 25 Lakh for a sportsperson qualifying for the Olympic Games, Rs. 50 lacs for all Bronze Medal winners, Rs. 75 lacs for Silver and Rs. 1 crore for all Gold medal winners in the Olympics. To express his commitment he declared a cash award of Rs 10 Lakh for M C Mary Kom, who clinched a Bronze medal in the just concluded Olympics.

HC orders CBI probe into alleged irregularities committed by Compensation Board, Dirang
ITANAGAR, Aug 16: The Guwahati High court in a judgment delivered on August 9 ordered
for CBI inquiry into the alleged irregularities committed by the Compensation Board,
Dirang, West Kameng district in assessment of properties and disbursement of compensation
to the people affected by the Balipara-
The Compensation Board was constituted by the district administration under the chairmanship of the Additional Deputy Commissioner, Dirang (Respondent No 5) with six other members including the executive engineer (electrical), power department, Dirang circle, Horticulture development officer, Agriculture Development Officer, Range Forest Officer, Dirang and a representative from 97 road construction company (RCC) GREF, according to court paper.
While disposing of the two writ petitions -
The petitioners in their petitions alleged that there is a lack of transparency and flaws in making surveys by the Compensation Board. Giving details instances of irregularities in the assessment, they prayed for fresh evaluation of the properties by a new Board and an Inquiry by the CBI to go into the assessment report of the Compensation Board and wrongful disbursement of the compensation amount and frauds committed. The demand for CBI inquiry has been made by the petitioners by filing an additional affidavit in WP (C ) No 154 (AP)/’12.
The Court further directed for constitution of new Compensation Board. “It is also directed that the Chief Secretary to the Govt of Arunachal Pradesh (Respondent No 1) shall constitute a new Compensation Board with Deputy Commissioner of West Kameng district as its chairman and 3 other responsible officers of the rank of deputy secretary of the department of revenue, agriculture and PWD for correct assessment of valuation of the properties involved and submit fresh report before the authorities concerned within a reasonable period preferably within three months from the date of receipt of a copy of this order.”
Regarding the alleged irregularities in assessing the value of housing properties (in WP (C) No 153 (AP) 2012,) the Court observed several instances of anomalies in the assessment.
“The house property as shown in serial No 6 of the valuation report situated on BCT road between 183.037 km to 189.800 km belongs to petitioner No 1 and it is shown to be boulder masonry local type wall/CGI sheet roofing and as such it has been valued at Rs 14, 72,540 at the rate of Rs 14,200 Sqmtr with the plinth area of 103.70 square meters. Whereas at serial No 27 of the valuation report, the house structure of one Rinchin Khandu has been shown as semi permanent type (S P Type) and thus valued at Rs 18,38, 616 at the rate of Rs 14,200 sqmtr with the plinth area of 129.48 square meters. But, in a sharp contrast the photographic evidences speak otherwise (Vide Annexure P/5 to the writ petition). Factually the house structure of the petitioner No 1 should have been shown as S P Type and that of Rinchin Khandu’s as S P Type (Accra). It is noted that the rate of S P Type (Accra) has been valued at Rs 9,200 Sqmtr as the per the notification dated 26/11/2011, but the rate of the house structure of Rinchin had been valued at Rs 14,200 Sqmtr. Moreover, the plinth area of the petitioner No 1 is shown lesser than its actual area whereas in the case of Rinchin Khandu the plinth area is shown much more than its actual area. Thus it can easily be pointed out that in the case of petitioner No 1 the house structure has been undervalued and in the case of Rinchin Khandu the same has been overvalued due to reason best known to the Board members, ” the HC observed in its judgement.
Similarly, the house structure of the petitioners No 4 to 16 are also undervalued by the Board in its assessment/valuation report, the HC verdict said.
The HC judgment further said that “Gross anomalies in the assessment and disbursement of the compensation amount can easily be found at location KM 173,364 BCT road, Dirang village for which an amount of Rs 23, 41, 580 of the public money has been disbursed to some handpicked/chosen beneficiaries.”
As regards the irregularities in assessing the values of the horticulture/agriculture land in WP (C) No 154 (AP)/2012, the HC further observed that the value of the horticulture crops of both petitioner No 1 and 2 has been drastically undervalued.
“An enormous anomaly in the valuation reports as prepared by the Compensation Board
can be seen by taking the example of land belonging to Phurpa Tsering, MLA, Dirang
assembly constituency. The land in question falls on the valley side of the road
and as such the same is not at all affected by the Trans Arunachal Highway project
whatsoever, and hence it does not fall on the Right of Way (ROW) so as to compensate
the owner. The same could be verified from the assessment report on agricultural
land of the Compensation Board where the land in question is shown to be situated

elucidate that the same being situated at valley side cannot be said to be affected

Expressing grave concern over the security of northeast people, Chief Minister Nabam Tuki today called on Karnataka counterpart Jagadish Shettar urging foolproof security and safety measures for students from the North East studying in Bangalore and other cities of the state.
Tuki also informed the Chief Minister about the presence of hundreds of students and other professionals from Arunachal Pradesh working in Bangalore and state government and families are worried about their safety and security. He sought immediate measures on part of the Karnataka Government to instill confidence amongst the people of the region.
Tuki has deputed Lok Sabha MP Takam Sanjoy to rush to Bangalore immediately to assess the situation and coordinate with the local authorities. Sanjoy will then visit Pune and meet the Chief Ministers of Karnataka and Maharashtra. Meanwhile, one of the Deputy Resident Commissioners, Government of Arunachal Pradesh, posted at New Delhi has been shifted to Bangalore to oversee the situation and coordinate with both the state governments. The chief minister office has also set up helpline for any query and enquiry for aggrieved parents. “With these chain of events of assault the morale of the Doctors and Medical Personnel have gone down and their prestige hurt beyond redeem,” the memorandum said. APDA threatened to launch drastic form of democratic protest if the demands are not met and assault on doctors continues.
It further informed that, APDA has decided to launch democratic protest throughout the state on August 21 by wearing ‘Black Badges’ in protest against lack of institutional security and repeated assaults on doctors on duty and other medical staff.
Meanwhile, the Medical Superintendent, on behalf of officers and staff of the District Hospital, Seppa in a memorandum to East Kameng Deputy Commissioner, has appealed for immediate release of Medical Officer Dr. AK Nabum from detention and provision of security arrangement for him and his family.
Dr. Nabum was physically assaulted by patient’s party in the hospital during duty hours and he was arrested by police after an FIR was lodged by the patient party alleging medical negligence on the part of Emergency Medical Officer, the memorandum informed.
“There was no negligence on the part of the EMO and all the required and appropriate treatment was given to the patients as per facility available in the hospital,” the memorandum claimed. The patients succumbed to his illness despite the best treatment, it said.

ITANAGAR, Aug 16: All Tagin Students ’ Union in a letter to Upper Subansiri District Deputy Commissioner appealed him for cancellation of police recruitment admit cards of the candidate who belong to other districts. ITANAGAR, Aug 16: Free Coaching for Entry to Civil Services for ST/SC and Minorities, Rajiv Gandhi University was inaugurated by Prof. Amitava Mitra, Vice Chancellor i/c today.
110 candidates enrolled themselves for the coaching class.
Speaking on the occasion, the Vice Chancellor advised the student to concentrate on their studies and suggested that approaches for civil services examinations should be different from normal university examination. In this world of cut throat competition one has to fully be equipped with all gears to face the challenges of competitive examinations, he said.

The second semifinal match between Rumne Team and Ngargo Team was stopped due to poor visibility.
Rumne Team was leading by one set when the play was stopped. The remaining sets will be played tomorrow at 3 pm.
This tournament is also being conducted as a part of Solung Festival. Shri T. Taloh, Vice President, Arunachal Olympic Association and Director of School Education is the Chairman organizing Committee of the tournament as well as the Solung celebration committee, Itanagar.
The 3rd place decider will be played at 4:30 pm tomorrow and the final will be played on August 18.
Open Running Volleyball tournament in memory of Late Tamulang Taloh is under way at Solung Ground, Itanagar.
The tournament is being conducted as a part of Solung Festival celebration.

Dear Editor,
Through your esteemed daily, I would like to express my displeasure for the sudden announcement of AE (E)exam date by APPSC.
Although, it’s been a long time since advertisement, but due to two court pending cases, the Commission was not able to find the date. So assuming the situation, all the candidates were in dark regarding the dates. Now, the Commission suddenly announced the date of exam giving only 23 days in hand for preparation which is not sufficient even for revision.
Therefore, I request the Commission to look into the matter and give us some more time for preparation by postponing the exam.
